Religious sisters in public schools

Re “Benedictine sister helps repeal state law on religious garb in schools” in the April 20-26 edition. My question would be, “Why is a Catholic sister teaching in a public school? It used to happened in places such as Ohio, but I thought we were done with that. Seems she should be in a Catholic school. Does not seem appropriate for a religious to be teaching in a public school.
